O'Leary asked the Minister for Local Government if he will make arrangements whereby housing authorities will register a second charge on a house in a case where the owner seeks a loan in order to reconstruct and improve the house and where a first charge is already registered in respect of the same house as a result of a house purchase loan having been paid to the applicant a number of years previously.
