Mr. Lemass asked the Minister for Justice if he will consider (a) the “depenalisation” of certain kinds of behaviour now regarded as crimes and (b) making the social welfare services rather than the courts responsible for rehabilitation. Mr. Cooney Mr. Cooney Mr. Cooney: There are very wide issues that cannot be dealt with adequately in an answer to a parliamentary question, the more particularly since I am not at all clear as to what the Deputy has in mind. The Deputy will have an opportunity to put forward any suggestions he may have on these and other issues in the course of the debate on my Department's Estimates.
