Mr. Lemass asked the Minister for Agriculture and Fisheries if he has any proposals for structural reform in order to rationalise production and improve incomes in respect of the farming community. Mr. Clinton Mr. Clinton 478 Mr. Clinton: As already announced, it is intended to implement the EEC [478] Directives on Structural Reform early next year. The reform measures will provide aid for modernising farms, encouragement to retire from farming in order to free land for structural reform and a socio-economic information service for persons engaged in agriculture. The Council of Ministers of the EEC recently agreed to adopt, before 1st October next, a directive to provide a special system of aids in poorer farming areas. Mr. Lemass Mr. Lemass Mr. Lemass: Will the encouragements to retire from farming differ greatly from the scheme introduced by the previous Government?
