13. Mr. Ryan asked the Minister for Foreign Affairs whether the Government accepts the Resolution on the International Year for Action to Combat Racism and Racial Discrimination (1971) which was adopted by the Consultative Assembly of the Council of Europe on 21st January last; and whether they are prepared now (a) to ratify the International Convention on the Elimination of all Forms of Racial Discrimination and (b) to create a board or a commission with the task of removing the causes of racial tension.

Minister for Finance (Mr. Colley) (for the Minister for Foreign Affairs): The Government are in general agreement with the terms of the Resolution. However, ratification of the International Convention on the Elimination of All Forms of Racial Discrimination can be effected only when certain legislation required by the Convention has been enacted.

As regards point (b) of the Deputy's question, the Government do not consider that the creation of a board or commission for the purposes mentioned is necessary in this country.
