Belton asked the Minister for Local Government if he is aware that there is an open space at Spring Garden Street, Ballybough, Dublin and that this space is used for indiscriminate dumping which causes considerable nuisance to local residents; and if he will arrange that Dublin Corporation take effective steps to prevent dumping there. Mr. L. Belton Mr. L. Belton 32. Mr. L. Belton asked the Minister for Local Government if he is aware that there is an open space at Kincora Road, Clontarf, Dublin; and that this space is used for indiscriminate dumping which causes considerable nuisance to local residents; and if he will arrange that Dublin Corporation take effective steps to prevent dumping there. Mr. Molloy Mr. Molloy Mr. Molloy: With your permission, a Cheann Comhairle, I propose to take Questions Nos. 31 and 32 together. This is a matter for the sanitary authority on whom responsibility rests for enforcement of the law in regard to the dumping of refuse. Mr. L. Belton Mr. L. Belton Mr. L. Belton: Is there no other action the Minister's Department can take? The sum total of what the sanitary section can do seems to be to erect no-dumping notices which have absolutely no effect at all. On one of those sites was a dead pig and a dead dog for three days. Surely there must be some more effective method of dealing with this matter. Mr. Molloy Mr. Molloy 809 Mr. Molloy: The Deputy will appreciate that indiscriminate dumping of this nature is very difficult to control. [809] It takes place mostly under cover of darkness and it would be impossible to devise regulations which would cater completely for this situation. In relation to the areas the Deputy has mentioned no complaints have been received in my Department: however, we will forward the Deputy's complaint to the corporation. Mr. L. Belton Mr. L. Belton Mr. L. Belton: I am aware that complaints were sent to the city manager about Ballybough. The Minister says there have been no complaints. Mr. Molloy Mr. Molloy Mr. Molloy: We have received none in the Department. Mr. L. Belton Mr. L. Belton Mr. L. Belton: This site belongs to the local authority and there is grave danger of an accident occurring similar to an accident which occurred in Raheny where a child fell on a broken bottle. This could quite easily happen. An Ceann Comhairle Cormac Breslin An Ceann Comhairle: Question No. 33. Mr. Molloy Mr. Molloy Mr. Molloy: I hope the Deputy is satisfied now as I should like to help him in this matter. I know it can be a terrible nuisance to residents but appreciate that it is very difficult to apprehend these people. If the Deputy could suggest some form of bye-law which we could introduce and which would completely prohibit this, then I should like to hear it. Mr. P. Barry Mr. P. Barry Mr. P. Barry: Would the Minister allow somebody to be appointed who could see that no illegal dumping was carried on? Mr. Molloy Mr. Molloy Mr. Molloy: He would want to bring his bed with him. Mr. L. Belton Mr. L. Belton Mr. L. Belton: In regard to the site which is owned by the local authority could the Minister not compel the local authority to fence it off? Mr. Molloy Mr. Molloy Mr. Molloy: In these cases an appeal to local residents to co-operate and to bring any information which they may get to the notice of the corporation would be the most effective way of dealing with this.
