16. Mr. E. Collins asked the Minister for Education the scholarships available in the field of art education to the person who secures first place in art in the leaving certificate and who secures that certificate; and if he will make a statement on the matter.

Parliamentary Secretary to the Minister for Education (Mr. O'Kennedy): Scholarships and grants to the National College of Art are based on the special scholarship examination to that college and the scheme of higher education grants, respectively. Grants under the latter scheme are confined to those who pass the leaving certificate examination generally and obtain at least grade C in the honours papers in four subjects or in three subjects, if mathematics is one of them. Arrangements are being made whereby art will be accepted as a matriculation subject and therefore may be reckoned as one of the subjects for the purposes of the scheme of higher education grants.

Mr. E. Collins: Is the Parliamentary Secretary aware that a pupil who got first place in Ireland in art last year was not offered a scholarship in art even though he had the leaving certificate?

Mr. O'Kennedy: As the Deputy will see from the reply, there is no special scholarship for the student who gets first place in Ireland in art. There are schemes of scholarships, and provided the student qualifies under any of these schemes he is entitled to a scholarship, but there is no special scheme for a student who gets first place in art.

Mr. E. Collins: Would the Parliamentary Secretary consider introducing such a scholarship?

[798] Mr. O'Kennedy: There are a variety of schemes available. The Department sanction a maximum of five scholarships together with the university grants to which I have referred. There is a special 1916 commemoration scholarship which is awarded annually to the pupil who gets the highest place in Irish and music or art. All of these schemes are open to any student.

Dr. FitzGerald: Are these scholarships available at the College of Art?

Mr. O'Kennedy: Yes.
