57. Mr. Mullen asked the Minister for Industry and Commerce when he intends to introduce amending legislation to the Industrial Relations Act, 1946; and if he will indicate broadly the major changes envisaged, having regard to the submissions made to him by the Irish Congress of Trade Unions.

Dr. Hillery: I intend to introduce legislation amending the Industrial Relations Act, 1946, as soon as possible, but I am not at present in a position to name a specific date or to indicate broadly the changes envisaged.

Mr. Mullen: Would the Minister indicate what he means by “as soon [35] as possible”, and does he intend, before he introduces the legislation, to have consultations with the Irish Congress of Trade Unions?

Dr. Hillery: “As soon as possible” means that there are a considerable number of people who will have to be consulted. Therefore, as quickly as I can proceed, giving due time for consultations with other people, will be the time when the legislation is introduced. I intend to consult with the Congress.

Mr. Mullen: Would the Minister bear in mind that “as soon as possible” should not change the pace, having regard to what was said in 1965?

Dr. Hillery: The representations about speed should be made to a wider group of people rather than just to one Minister. I shall move as quickly as I can but I must consult these people.
