23. Mr. N. Lemass asked the Minister for Local Government how soon he proposes to extend driving tests to persons who held driving licences prior to the introduction of driving tests; and in what way he will divide drivers into groups (i.e. age, public service vehicles, or alphabetically) in order to gradually ensure that all drivers are tested.
