O'Donnell asked the Minister for Agriculture the number of new milk processing factories established in Ireland since 1st January, 1964; the location of each factory; the product or products manufactured; and the total annual intake of milk in each factory. Mr. Haughey Mr. Haughey Mr. Haughey: One new milk processing factory has been established since 1st January, 1964. This is a cheese factory which commenced operations at Kilmallock, County Limerick, within the past few weeks. Figures in regard to its milk intake are not yet available but, in any event, it is not the practice to give statistical information in relation to individual undertakings. Mr. T. O'Donnell Mr. T. O'Donnell 45. Mr. T. O'Donnell asked the Minister for Agriculture the functions of his Department in the matter of establishing new milk processing plants. Mr. Haughey Mr. Haughey Mr. Haughey: Under the Creamery Act, 1928, it is my function to grant or refuse to grant a licence for a milk processing plant. It is, therefore, necessary for me to consider each application on its merits having regard to such factors as the availability of milk in the area; the effect of the establishment of a new factory on existing factories; the suitability of the site proposed by the sponsors, and other relevant matters. O'Donnell asked the Minister for Agriculture what factors are taken into account in determining the suitability of a particular location for a milk processing plant. Mr. Haughey Mr. Haughey 746 Mr. Haughey: The selection of the particular location for a milk processing factory is a matter for the promoters [746] of the project in the first instance but is subject to my approval. In examining a request for approval of a particular site, I have regard to its suitability on the basis of economic and technical considerations, such as the most economical and efficient location in relation to the sources from which the milk supply to the factory will be obtained, the topography of the ground including drainage, access to roads, etc., the availability of a suitable water supply to the factory and satisfactory sewage disposal arrangements.
