Mr. Donnellan: Before the first question is answered, may I ask for an explanation as to why that question of mine addressed to the Taoiseach was split into two parts and diverted to two Ministers whom I consider not appropriate to answer it?

An Leas-Cheann Comhairle: It has always been the practice to forward to a Minister that part of any question relating to his Department and that was done in this case.

Mr. Donnellan: If it is a question on Government policy, the Taoiseach is the person to deal with it.

An Leas-Cheann Comhairle: The Deputy might see the Ceann Comhairle on the matter.
