12. Dr. Browne asked the Minister for Finance why it was that in 1958 only £3,133 out of a total of £54,107 in fines imposed for butter smuggling offences was collected, while in 1957 £1,941 out of £3,941 in fines was collected.

Parliamentary Secretary to the Minister for Finance (Mr. Bartley): The comparison made by the Deputy for the years 1957 and 1958 is distorted by the fact that the figure of total penalties imposed in 1958 includes penalties totalling over £40,000 imposed in a single case and which were subsequently very substantially mitigated by the Revenue Commissioners in the exercise of their statutory functions. Further, a number of penalties imposed in 1958 are still outstanding.
