Written Answer. - Unestablished Civil Servants.

Mr. Byrne asked the Minister for Finance if he is aware that a number of civil servants who were retired recently have been deprived of approximately £60 per annum each in respect of half of their unestablished service because the work performed by these officers during their unestablished service was stated by his Department to be different from that performed by them when promoted to be clerical officers; and, if so, whether he will take the necessary steps to enable these officers to get the benefit of half of their unestablished service for pension purposes.

Mr. McGilligan: The exclusion of unestablished service for pension purposes in any cases of the kind referred  to by the Deputy was in accordance with the settled practice governing the treatment of unestablished service for superannuation purposes. Modifications of the existing practice, which generally precludes the reckoning of any unestablished service for pension has been under consideration for some time but no decision has yet been taken. It is not expected that any decision would benefit civil servants who have already retired.
