Mr. Flanagan asked the Minister for Finance if he will state when he proposes to fix the appointed date for the coming into operation of the Arterial Drainage Act; and if he will make a statement on the matter.

Parliamentary Secretary to the Minister for Finance (Mr. Smith): It is proposed to fix the appointed day for a date prior to the 1st April next.

Mr. Flanagan: May I ask the Parliamentary [992] Secretary if it would be possible to have the appointed date fixed before the date arranged by a drainage authority, such as the Barrow Drainage Board, for the striking of the special rate for 1945? What I mean is that, if the appointed date could be before that date, the special rate would not have to be struck for 1945.
