Mr. Flanagan Mr. Flanagan Mr. Flanagan asked the Minister for Finance if he will state when he proposes to fix the appointed date for the coming into operation of the Arterial Drainage Act; and if he will make a statement on the matter. Mr. Flanagan Mr. Flanagan 992 Mr. Flanagan: May I ask the Parliamentary [992] Secretary if it would be possible to have the appointed date fixed before the date arranged by a drainage authority, such as the Barrow Drainage Board, for the striking of the special rate for 1945? What I mean is that, if the appointed date could be before that date, the special rate would not have to be struck for 1945.
