Mr. DAVIN: Can we have a statement from the responsible Minister as [911] to whether it is intended to proceed with the Agenda in the order in which the items appear?

Mr. O'HIGGINS: We are taking Nos. 4 and 5. With regard to No. 3, I do not feel justified in asking the Dáil to proceed with it until more substantial progress has been made with the Estimates. Arising out of No. 3, I think it right to say that I am causing to be examined the position with regard to the Bill of last year with a [912] view to getting an opinion as to its exact position, which is somewhat vague at the moment.

Major COOPER: Does that mean that the Minister is proposing to enforce the Bill of last year?

Mr. O'HIGGINS: It means I am anxious to find out whether or not it is my clear duty to enforce the Bill of last year.
