Mr. EAMON DUGGAN: I move an amendment to Rule 5, line 30—To delete the word “or” and substitute the word “and.”

Mr. BLYTHE: I accept the amendment.

Mr. BLYTHE: I move the remainder of Part 1 from Rule 6.

Question put: “That the remainder of Part I., inclusive of Rule 6, stand part of the Bill.”

Mr. E. BLYTHE: I move Part 2, Form No. 1.

Mr. E. DUGGAN: I move an amendment to Form 1, to delete the words “for Seanad Election” and substitute “to Seanad Eireann 19...”

Amendment accepted.

Mr. THOMAS JOHNSON: Is it to be assumed that there will be a change in the Constitution before the end of the century?
